Another pretty simple method is using one of my favorite media players, Media Player Classic. Available HERE, if you do not already have it.

After you have it installed, and before opening up your media, you need to check a setting first. So open the program and go to "View" in the toolbar. Navigate down and click on "Options."
You will then see the following screen. Click on "Output" and then on "System Default."

Now you are ready to load your media. Go to "File" and then "Quick Open File" and navigate to the folder containing your media and click on the appropriate .vob file.
Now I am not sure how your video is set up as to how it will play, but basically from a regular video standpoint, as it goes along and comes to the place you want to save as an image you can just pause it. Try and pause it a little early and then you can use the "step" button to ease it along frame by frame. Its the very last button in the row beneath the screen.
Once there go to "File" and "Save Image" the rest is up to you.

I know this seemed like a lengthy explanation, but it is very simple once you try it out. Good luck and post back if you have any issues.
