Default Smart car - dipped lights not working

As subject - bulbs are ok, high beam works. Suspect the stalk but is there anything else common on these that can fail?

Its not my car its a friends. Tried my OBD scan tool (optimistic I know!) and it showed very little (only the obd port voltage was available!)

i presume you checked the correct bulbs as some cars have 2 bulbs fitted, possibly a h7 bulb with 2 contacts, dont touch glass bulb with bare hands, also note where the top of bulb is.

i take it to mean that your low beams do not work? if the bulbs have three wires going to them they are both high and low beam.unplug one of the bulbs and check for a hot wire with a test lite on low beam.if test lite lites up replace bulb.

i would be surprised if they went back to h4 bulbs that use 3 wires that was old school as they lasted at least 4 times longer and were easier to get at than the new h7 type that go when you hit speed ramps
