If you only have 3.9gb of ram usuable you are running a 32bit version of your operating system rather than a 64bit. However that shouldn't make too much difference in general speed. It is likely that a program / service is hogging all of the memory. Run task manager and have a look if anything jumps out. It's often the case that it's pretty difficult to tie it down to something though unless you know what you;re looking for and formatting the hard drive is the quickest and easiest thing to do as long as you can back everything up. It could be hardware related but unlikely

Go to Task Manager. Check the status of Processor, CPU and Disk. You'll most likely see a something in there that is flat lining around the 90%-100%. That will give you an indication of whats causing the performance issue.

Common culprits are Anti Virus software or Windows Diagnostic related services.

my old xps also got slow on xp and thinking it was dieing also ran antivirus and malwarebytes thinking it was infected and found a few nasties so i would ask what protection is on it? i was lucky with cleaning out my downloads and other files and now life and speed has returned

its always best to copy off any docs, files etc you need to a separate drive. If things don't improve, I would be inclined to wipe the hard disk with a fresh Win 10 64bit build. Depending on make and model of pc / laptop worth getting a copy / backup of all the drivers to use for a restore. some manufactures have factory restore disks you can use just for this sort of thing.

You have at least 10 tabs of chrome open it eats up RAM and as already suggested back-up everything onto another drive and reinstalling windows should help or if there is nothing needed/wanted just a fresh install

Once the new build is done, windows should auto update to the newest version. check with the manufactures website for any outdated drivers. Bios update is always a good place to start?

Thanks guys just doing a fresh install thanks for the help.

id put something like tune up utilities on you r computer when done it cleans all the old files out and redundant files in browser and so on every week so your computer doesn't get clogged up that's what causes most computers to slow down
