Peugeot 306 starting issues

Hiya gotta a cheap diesel runabout it its in good shape apart from a morning start. If i start after the heating light goes out it struggles to start, but if i maybe wait 30 secs or so, its starts okay and is fine for the rest of day. Any ideas to what could be behind this sluggish first start?
 
check glo plugs but keep in mind waiting 30 sec. would be letting the glo plugs cool down so it shouldnt start easier. try letting the glo plug lite go out and then turn the ign.switch off then on again to cycle the glo plugs again.see if that makes a difference.again the thing that throws me here is that it starts better after he lets the glo plugs cool down for 30sec.
 
thanks for the feedback guys, I thought as much from google searches. I will need to strip them out and check them, apparently 5, 6 different types of glow plugs for this engine.
