Tested a few providers and never came across anyone who supplied subtitles

Yes you can get them but mainly on Vod movies tv series has they have the embedded subtitles. But don't think for general tv channels.

Do you mean as an alternative on VOD when viewing foreign speaking movies etc or supply subtitles for people who require subtitles with hearing difficulties?

Try pressing subtitles button on remote if any available they will be there some vod movies have them already enabled which is a pain but get used to it after so long or if you mean iptv in general ask your provider or depending on what box your using there maybe a subtitles thing you can download from plugins
