tv stuck on standby mode

good morning all, I hope iv posted in the right section if not im sorry and I will delete my self and find the correct one.

I have a Toshiba 37bv700b tv, roughly 6/7 years old but I had a power spike in the house and blew the light switch and also the tv. the tv is now stuck on stand by mode, it did work for a few days after but took a while to come on, but today it has given up the ghost and just has the blue standby light on. can any one confirm the power board might be blown or could I have another fault instead?
if its just a board I could replace myself.
 
Power spikes can be dangerous and will advise to get a proper install of surge protection in the future and leave no backroom entry/exits to other things.
Cant answer what damage is done and maybe not safe to repair or too expensive?
 
I went out and bought a few surge protection sockets and installed one to the new tv just bought, only I was going to give my sister the Toshiba as it WAS a better tv than what she had. lol not any more...

I have seen a power board on eBay for sale and was debating on getting it and doing a swap and if worked would solve the problem and then I could do what I originally planned.

looking on internet it says to try removing all connections including power lead then just put back power cable
if comes again then try to get to settings menu & do a factory reset
