The police only became involved because someone reported my old man chasing after the guy and dog in his Volvo with two staffs.

The guy was well known to us my parents had seen the dog before and it growled at my mother.
The old man told him straight in America they shot dogs like that who go for humans a people bitters no good!

They have to be neutered, chipped , muzzled when out and about then insured. At that point proof needs to be sent for an exemption certificate which includes checks to ensure the owners have no criminal connections.
