Can someone decipher this Americanism please

On one of the news channels
An American commentator /writer /professional idiot was asked a question along the lines of
"Will Biden and the American government now act against the regime in Myanmar?"

- 'well I can't say that I don't think that it's not untrue that they won't act'

Does anyone speak American and could cast some light on what he meant thanks.
