Drawing boundary lines using Google map in satellite view

I'm about to submit some simple outline planning on a small plot but I can for the love of me get Google maps to allow me to draw a new boundary line then a simple mark out of the new dwelling can somepoint me in the right direction

If you have windows 10 try typing snippng tool into the search bar at the bottom. Its normally built in.
