Enigma 2 IPTV without satellite/cable

Might be a daft question but could you buy an enigma2 box and flash an image without it plugged into a satellite or cable and then put an IPTV sub on instead of using c/n lines? The IPTV provider I use had a script for auto bouquets and auto EPG and I wanted to know if I could do this for someone without a dish/cable.

or buy the ZGemma i55 which comes without any satellite feeds and purely used for IPTV - runs Open ATV image
