Free Government Mobile Phones for Low Income?

I came across this US website Free Government Phone Guide and wondered if there is any similar scheme in UK?
Following the Covid-19 lockdown we started a mutual support WhatsApp group for residents in our street.
However many of the older retired folk cannot join because they do not have smartphones.
Do any phone companies provide FREE or cheap contract-free SmartPhones on PayAsYouGo tariffs?

Few countries are doing similar things.

I know speaking to my relatives and few friends in India and Pakistan both government are giving free computers/laptops and other essentials to the elderly but also those from low income households.
