Hello i'm new here;
Under saab tech tips ( and most other) , where the heater blower is concerned OFTEN the blower motor is still good- often times the ground has corroded or a weak previous repair on the wiring is at fault.
1995 saab turbo blower motor is in the "aquarium" (under hood just before the wind shield) just supply a good strong connection straight from the battery on both the ground side- (black), and the positive side
(remaining lead, only 2 wires) and observe the blower energizing. Especially on the SAAB with the more robust components, many times the component has not failed only the connections.
