Occasional pause getting web page

Both the Missus and I have noticed the odd freeze getting a webpage.
The page will 10% load, then nothing for 30 sec, then the rest load.
I’m on an iPad looking at tech forums etc, she’s on a Samsung tablet
looking at Pinterest and estate agents (spit). When I check the internet
speed, it’s 14 to 16 as usual. I’m on Plusnet.
Is there a tool I can use to monitor line speed, maybe on my PC, to see
how often this is happening, and as proof when I phone my ISP?

At a real basic level I could open a DOS command line, ping a url every minute,
and direct the result to a log file. After a day, I’d open the log file in excel.
In my original question, I was after an app that you could set up test frequency,
URL etc and run it for a day. Anyone know of one please?
