Which version of Windows are you using? If you're on Windows 7, you could try inserting the windows disc into the dvd drive, reboot, then go into the bios or boot menu and make sure you change the P.C to boot from disc rather than HDD. Once you've booted from disc you can select to "Repair windows". Might be worth trying that before you go and do a fresh install. You may be able to back-up any important stuff before you wipe the lot.
Try tapping F8 on your keyboard as it is booting to see if you get a list up of boot options if so hit repair my computer and let it run. You do not need a windows disc for this.
