problem boot edsion picollo 3in1

i have edision picollo 3in1 which after the shutdown is not starting.
it remains in the status "on" but is not booting up.
can someone help me what can i do to bring it up

yes but it is not power supply problem.

no i don't have the ip . i'm not familiar with this staff. maybe it can be any file to be launched through usb to enable the boot

The Edision Piccolo is quite an old receiver now and doesn't use Enigma2 firmware.
I can't see any current firmware (2018) for it.
I would consider buying a new receiver.
