i have recently been informed and verified a 'provider' who is scaming people out of their money. i am sure that he is not unique, where is a good a place to publicize such activity so that others will not fall victim?

You send a PRIVATE message to @HiTecK or @wheelo and they will investigate.
If it's just a secondhand story you've heard they won't be interested, they'll need access to any correspondence you've had with the alleged perpetrator of the dastardly deeds
