Although it’s out of beta and it is now open to the public, its currently only available to people in the United States.
Not fair, you say? Don’t fret, we’ve got a solution for you. I’m not based in the U.S. but I was able to get in even before Google Music went out of beta. I could even purchase songs from the newly opened feature of Google Music which is the online music store. Wonder how I did it? Here are the steps you need to follow to sign up for and use Google Music from outside US.

Hiding Your Non-US IP Address from Google
When Google Music was in beta, you needed an invite for the beta program to register. But now that Google Music is out of beta, Google removed this pre-requisite. So all you have to do is register an account with Google Music. But before you do that, make sure that Google doesn’t detect your IP address as a non-US IP address.
We’ll use the HotSpot Sheild as well as look at TunnelBear, which allow the users to access non-US content from outside US. They make this possible by changing the network settings on your computer and make it look like you are surfing the web from a US based IP address.

You can sign up for any of the above VPN service providers for free or for a fee. In my case, I used the Hotspot Shield by Anchor Free. It’s a safe and reliable way of hiding your IP address using VPN between your laptop/desktop and their Internet gateway. Thankfully, it bypassed the Google’s filters easily and I was able to create a Google Music account.

Another good option is TunnelBear. They have a limit of 500MB for free accounts, but to sign up for a Google Music account you won’t need more than a few MB of the available bandwidth.

After following the steps above, make sure that your IP address has changed (How to check if your IP has changed using Google Search), sign out of your Google account..Then go to music.google.com and sign-in with your Google ID again. You will be greeted with a TOS screen.

Just click on “Agree”, and you’d be taken tot he Google Music Dashboard

Well that’s it. You’re in. You can now download the Google Music Manager and start uploading your songs via iTunes from any folder on your PC. To finalize the entire process, now’s a great to time to install the Google Music Android client on your phone or tablet and link it with your account.
Some More Things that You Should Know
If you’ve already created your Google Music account on the web, you can also use the Google Music Android app. It’s availability is currently restricted to the U.S. Unfortunately you can’t use the technique described above to get the app from the Android Market.
The only way you can get Google Music Android app outside of US is to search the internet for “unofficial” apk file of the app. Be cautious though, as to where you download the Google Music Android app’s apk file, make sure that it is a trusted source.

Now that you know how you can sign up for Google Music outside US. You can check out the Google Music Service even if you’re not in the U.S. You can now upload up to 20,000 songs to enjoy on any of your devices, no matter if online or off.
