Stone chip spray application advice

Hi gents,
I bought a van with minor rust marks on the sill.

I sanded the rust spots down and applied rust preventer & then sprayed stone chip spray paint from a can onto the whole sill.

It was intermittent spotting with rain on warm day (typical english summer!).

Now in some places, air pocket bubbles have appeared the size of a 5p & 20p coins in several places.

some of those bubbles have what looks like rust stains.

Any ideas or tips etc would be kindly appreciated.

Is it like a scutch type spray,?
Or like normal paint,?
did you let the rust stuff dry properly first,? It may need 24hrs or so maybe,,,
I think you may have to remove it and respray tbh.

It was some water based rust proofer that I purchased from Toolstation.

I had sanded existing rust spots back to bare metal before applying rust proofer.
I allowed it to dry for a couple of days.

But I did NOT spray any paint over the rust proofer before apply stone chip from spray can.

Is it neccary to apply paint or not before applying stone chip?
