Windows XP Toshiba laptop

I have just reclaimed my old toshiba equium L20 laptop from my son. It switches on fine, needs new battery but that is ok.
Trouble with it is when I need to restart after updating it switches off as though rebooting but just does not switch back on. I can switch on with power switch after a few minutes but not straight away. Anyone have any answers or help

Have you tried restarting with the battery removed and just the power supply cable plugged in?

Sounds like you might need a new cmos battery. This is an internal battery which stores the bios and has the time, date, hard disk and other configuration settings in the CMOS memory
