timeshift can use ext4 no problem. Are you sure it's definitely ext4 and your paths are correct.
Check timeshift settings and make sure your hdd is set as /media/hdd.
Not sure then. It should definitely work on Ext4, it's just the error message is outdated that it insists on ext2 or 3.
Someone on the Wooshbuild thread had the same problem and a reflash sorted it without any formatting or converting.
As I said the option to convert ext3 to ext4 is more a legacy thing, the image formats to ext4 during the initialise process and has for over two years.
