The boys, aged seven and four, were eating in the burger bar with their father, who let them go to the loo alone.
Bare-chested Simon Archer followed them and committed vile assaults on both children.

A police spokesman said: "He only stopped when the younger of the two brothers fell to the floor and began to cry."
The boys were so traumatised they said nothing to their father, who was sitting yards away with his other children.
Their ordeal came to light several days later, when their mother suggested another trip to the McDonald's in Welling, South East London, and they became upset.
Twisted Archer, 23, was trapped by the Metropolitan Police Operation Sapphire specialist sex crimes unit.
A CCTV image of him at the restaurant, matching the boys' description, was found - but his face was obscured.
Cops pieced together jobless Archer's journey to the restaurant from other CCTV cameras, some showing his face.
He was then spotted by a PC near the McDonald's and mobile phone records placed him at the scene of the attack.
Archer, of Belvedere, South East London, denied being involved but was convicted of rape at Woolwich Crown Court. He will be sentenced on Tuesday and faces a long jail term.
The court heard he has a previous conviction for exposing himself to two young boys.
Acting Detective Inspector Jon Summers, of Operation Sapphire, said: "Simon Archer is a dangerous person.

"I am pleased he has been convicted and now faces a prison sentence. We cannot rule out the possibility that he committed crimes against others. I would urge anyone who has been a victim of a sex crime to contact police.
"This was a particularly challenging case. But we left no stone unturned in tracing a huge amount of evidence.
"What he did had a devastating effect on his very young victims and their family, who showed immense fortitude and courage in coming forward."
McDonald's said: "We were deeply shocked to learn of this dreadful incident. Our security measures include CCTV, which contributed to the conviction of this offender. We continuously review security."
