Tsmedia stopped working can some guide me on the proxy setup

I used to use ice film but it stopped work even on old versions and latest, I think sly might be blocking this now, any had any experience of this a used proxy settings to by pass?

heard isp were ordered to block many things including ice and other stuff,there was a post in last 10 days about tsmedia and a proxy used but where??
bt and virgin blocking hosts
