Land does not belong to the residents and this sort of thing crops up all the time. You buy a house with a drive to have parking. How would you feel if you owned a drive and someone parked a car in it (peed off)No its for a piece of land in the area I live which has always been used for car parking but now someone wants to take it over which will result in nowhere to park the car for many residents.
Then there will be covenants in place if its being funded by the council but a good solicitor who is a specialist may have given advise. The applicant will have already spoken to the planning dept and may have been the green light to apply if its for housingIt's a designated parking area approved by the council and they funded it. It is not a patch of unused barren land.

The land used to have garages on and was built as parking space. It's a farce and the guy in planning is taking a back hander here imvho, corruption at the council now that's something new.............not!
Yes it deffo goes on, back handers are rife in all walks of life. Where money is involved there is always skullduggery.I have been a builder/property developer over 30 years and it goes on but proving it is another matter

Make sure you and your neighbours object to the planning, but if the council owns the land and decides to sell it to whoever, thats probably all you can do...?
