ccam server while using a VPN need some INFO PLEASE

hi just starting off and I'm looking a ccam server one big problem I use a VPN it gets me a better download speeds uk 7.36 mbps if I use a German server I get 14.69 mbps
can anyone tell me if I buy a gift ;) will it be OK to change my servers from country to country or must I stay with the same server.
 
if you use a proxy server it will be ok as long as you buy a fixed ip say in germany and leave the proxy switched on.
