Draft from Shash Windows

I noticed on your pic there is a wooden lat that has been fixed to stop the left hand window sliding up:

For a room to be habitable it must have a means of escape. It seems the lat has been placed there for security reasons. If you removed it and got the left hand window working you could use silicone to seal the right hand window.
