England have lost twice to Germany in penalty shoot-outs at major tournaments - at the 1990 World Cup and at Euro 96.
"The intention for us obviously is to win the game in 90 minutes or if it requires extra time," said James.
"It it goes to penalties then there is the opportunity for Germany to miss. We're ready."
The Portsmouth keeper has kept two clean sheets since replacing Robert Green.
Green came under fire for a handling mistake that cost England a goal in their 1-1 draw with the United States.
Fans are eagerly anticipating the game on Sunday, while officials in Bloemfontein say they are not worried about potential trouble.
The World Cup Local Organising Committee said they had been in touch with German and British police putting security measures in place.
Meanwhile, there has been some bad news for England goal hero Jermone Defoe.
