re flash firmware mate,don't just put the same file in again,
re download and unzip again just in case there has been a blip
somewhere.

you should be able to press 9991 from any channel
and bring up the hidden menu to enter the cline

let us know how you get on, don't leave the thread
open ended, it will help others 👍

Just to add that if you cant access the 9991 menu, then most likely you don't have a patched firmware.
