If you've installed everything correctly, it should show up in softcams, if it doesn't, you haven't.

try restarting the box and/or re-installing the softcam again

Well, installed the cam and also the mg_cfg from the site and it is just as bad.
No idea what else to do.
I pinged the server for a few moments, reply was under 20ms, even when the picture froze it hardly lifted from 20ms.

I think a new ISP is needed.
