When it says "LOCKED 13", it means that 10 user attempts and 3 dealer attempts to enter the code are used up. (The dealer attempts can be unlocked by holding "6" preset button while turning the radio unit on - this has been already done.)
You can try holding the "6" preset button as described below, but I don't think it will help:
1. The radio unit is turned off.
2. Press and hold the "6" preset button. Do not release the button.
3. Continue holding the "6" button until you see the request for the code.
If it doesn't help, the radio unit needs to be unlocked by a professional decoding specialist either using the special Reset Tool or by re-programming the internal chip with a special programming device.
