While I'm sure your frustration has led you to post this question? you have shown good self restraint by checking before venting your anger. Why not use that self restraint to attempt to pursue this individual through other means such as filing a claim via PayPal? You could also warn others here of your bad experience in a subtle way by making it clear who provided the service without actually naming them publicly if you get my drift?
