Q5 hd pvr

Im trying to set up a Q5 hd pvr for a friend,here is my problem.
im doing a NIT Scan frequency is set to 651000 Symbol rate is 6952 QAM is 64.
the signal level is 100% but the signal quality is jumping between 100% and 10db.
ive set an Amiko mini t2/c on the same connections and that was fine .
The picture on the Amiko is perfect,on the Q5 it is pixelated really bad.

if anyone has pixelation problems try it at someone elses house.i did worked perfect at there house all sorted now.he had a load of boostrs.
