Most apk files are treated as harmful by android as they don't seem to have certificates that android acknowledges.
However, theres nothing to say that you didn't download a dodgy version of it.
 
As wheelo has mentioned when downloading on android it does pop up saying this app maybe harmful etc just ignore it and install it.
 
If it was one of my uploads mate i scan them and install before upload.

If in doubt don't install it mate. Always a chance the scan could of missed something, i do agree with Wheelo though.
 
Careful what you do get apk wise, I downloaded a movie app and ended up giving full remote access to someone in India over my phone, several factory resets never solved the issue had to buy a new phone in the end
