VPN Location (Closer to server or my location)

I am located in Australia and the current service I have is hosted on a server in the Ukraine. I don't know if it is my ISP that has a poor route to the server or if I get throttled sometimes. I am trying to work out if I want to say go Sydney (Australia) -> Ukraine would I be best to go somewhere inbetween such as Singapore or Japan or a location closer to Ukraine? TIA

I would try closest to the server, but try different locations, see what's best.

Different VPN providers can perform different aswell.
