What's the difference between data usage and download usage?

According to Google:

Both streaming and downloading involve a file being sent to the device. The key difference is that a streaming file is simply played as it becomes available, while a download is stored onto memory. ... If you access a downloaded file later, you do not have to use more mobile data to play it.

So according to that, I'm assuming that unless you actually download the file it will come out of your data allowance.
I may be completely wrong though :confused:
 
Im not following you post.
ANY data received by your phone / tablet / device counts towards a potential per month allowance (Im on 8 gig mobile allowance and unlimited home broadband).
If you stream TV Show A 3 times, thats 3 times youve received the data for it (whilst streaming).
Ive you download it to watch it 3 times, thats once youve received the data, as you then have it on your device to watch as many times as you want.
