One of my neighbours as long as I can remember has been downloading Torrents and streaming them without a VPN and he has never once received a copyright infringement.
He’s to tight to pay for a Debrid service lol

Im sure the none tech savy understand that and make the call to download with it.

Its only the big 4 that comply not even talktalk bother I know they originally weren't bothered
 
I see downloader as a web browser, albeit one that's not easy to use on a TV box. You can use it to find apps or use published shortcut codes to take you straight to the download, a bit like the download links for torrents.

It's just a tool to connect you to the internet and shouldn't contain any malware. After that it's up to you what you use it for and the risks you take on what you download.

Yes google app store will be safe. Plus IPTV supplier apps will be fine. If you ate really concerned download apk on PC and do a virus scan.

For privacy use a VPN

Yeah of course they are and you don’t need to use the downloader through a web browser just download the APK and if it’s not available from your playstore just use another store or download it from apkmirror or apkpure.

You can download apk’s to a mobile device and just check them on the virustotal website on the mobile device before sending them to your TV box
