No issue tbh.
Streaming and downloading is fine without vpn.
Where you torrents without vpn that's where it becomes more tricky.

If they are going after users it wont be their IP details they do that with it will be payment details.
A VPN ain't gonna save you when they take down the provider/reseller and obtain the payment details of all their subscribers 🤣

PayPal, bank transfer, crypto currency, any number of ways. Don't worry either way, the authorities don't come after end users of iptv.
They may have someone's details in their accounts but they're not going to chase up end users.
All they will say is that they sent payment but got nothing in return
One end user was prosecuted in the UK for viewing iptv, but it was his own iptv service he was watching
