squirted some more wd40 on the arm today and will see how it fares tomorrow

No good just squirting it on did you do the push up routine to free it up?

WD40 and derivatives actually contain very little oil, they contain a lot of carrier, aceytone etc. But, as has been said , without movement it will not penetrate.
