there are a couple of apps that will play a m3u but you will need to use the search option to find your channel because they are not in bouquets they will be listed in alphabetical order,and when you say xbox you do mean xbox one?

you can but it's crap, the interface is really poor, you'll be better off trying something else.

some providers can give you a web address what you go to on the xbox one and inside there is a panel with the channels listed.
