Local card servers really don't have any issues.

Most cache servers are still off but one or two are back online.
The ones that are back online (through someone else's actions!) are now shouting their motuh off all over the place even though they spent a week hiding under the bed....just saying

Go to plugins on your box
Green button> green button again (download plugins) > softcams > mgcamd 1.45 should be there,
If it is delete mgcamd 1.38 red button remove plugins select mgcamd 1.38 Once removed exit out then do the above, then restart gui, mgcamd 1.45 should be there
If your box is 4k you won't find mgcamd 1.45 in plugins you will have to use Oscam, there is a thread for installing oscam

is there any way around getting 1.45 for 4k box? I had oscam before and it was absolutely terrible, constantly froze and was unwatchable really. my provider changed me to mgcamd 1.35 and it had been almost flawless since.

im worried if I go back to oscam it will just be as shitty as before

My provider portal has a note to upgrade to mgcamd r1.45 , when I try to locate new softcam pluggin I can only see 1.37 think currently running on 1.35 . What current new builds if any will allow for r1.45 mgcamd.

to be honest there is no excuse for anyone not being up and running by now, cache or local cards. If a provider is not up by now then either they don't plan to get it sorted or they don't know what they are doing.
