I was gonna ring virgin but just unplugged the box and splitter and just plugged the original virgin white cable back into the box and the power levels are no longer -11 they are all between like -4 and -6, does that indicate something else is wrong perhaps or my cable is shite?

The white cable should be wf100

another update, just had a look at all cables, and they arent as tight as could be so tightened them up a bit and now with the box connected the average is -8 now so an improvement, at least not -11 now, gonna have a look outside and check everything coming into the house is tight too.

Yeh have the check the play some channels and see how it goes
