I had a Turkish F1TV Pro sub last year and worked out great with VPN (and very cheap)

Got it myself - have a Turkish Apple ID which I keep funded via gift cards. Use it quite regularly for all sorts of subs that are much cheaper.
I would have used it with ControlD. I was in Australia at the time and think I used a New Zealand proxy as it was the closest country to offer the pro product. You could just use a different country based on your location.
Ultimately, I ended up dropping the sub because I much prefer Sky’s F1 coverage over the F1TV coverage. Lucky for me there are quite a few countries/services that have Sky’s coverage these days

Not what your looking for I know but there are lots of free to stream options for the F1 but don’t know of any in English. Maybe someone does.
