It means your allowed maximum of 2 connections at same time for example I can use a connection on my phone and a connection on my TV so would make it 2/2 maximum cinnections and not ip locked so can be used on mobile data/4g and on WiFi mate
I've known providers who actively encourage people to share 2 connection subs with someone, so best check with your provider what their stance on it is.
no ip lock is normally no lock to the device ur using as i have it u cant lock ips as alot dont have static ips n they change so it uses the house ip,so u use the player/useragent in the app ur using it stops u using the sub on more then 1 device at same time n kinda keeps it safe from leaks n hacks ect
if it is urie then wont it give playback error as that would b house ip whitch if not static will change ?
this is wat we tested n reverted to device lock as works miles better
