You really need to be clearer on what you are asking. A bit OTT creating an ipk with your m3u file instead of just transferring it.
You can can FTP whatever you want to your receiver. Are you able to do this? If not, you probably have not set a password. If you have set password and still having problems sending a file, post the log/error from your FTP program.
If you are asking, where do I FTP my m3u file to use for JediMakerXtrem? It tells you on the settings page where to transfer it. Your m3u file goes in /etc/enigma2/jediplaylists/ folder
