virgin definitely don't.
i consistently max out my connection downloading from usenet (using 100% of the available downstream).

it's possible you are seeing network conjestion, rather than throttling.
certain areas are over-subscribed.

virgin are the only ISP that offer a 350Mbps package though, so we are talking about virgin in your example, aren't we?

I have said that I am on VM and have been for years. A quick Google search will show that this is a known problem particularly for streamers and gamers who are downloading huge games etc (call of duty 110 gb download for example)
I am not saying this is just a vm problem, in fact I'd say its quite common practice, especially at peak times. More people using bandwidth so they have to restrict some of the top users

Correct every isp lowers speeds or throttles at peak times I'm with sly and hit 37mbps during day by teatime its down to like 15-20mbps do you have ip flooding off ect

Yea mate, my original comment was to say my speeds are quite quick and that the loss of speed to me while using a vpn is no different than when isps throttle at peak times. Therefore I don't mind using a vpn on iptv. Obviously others aren't the same
 
guess i'm extremely lucky then that i don't seem to get "throttled" at all, even during peak times.
i am regularly downloading bluray remux files from usenet (50GB-70GB files), and i always get the maximum my downstream is capable of, no matter the time of day.

i'm happy to see hard evidence to show that someone is being purposely throttled though - and by that i mean not being affected by peak time conjestion (which isn't throttling). there is lots of evidence that shows various virgin areas (even down to specific cabs) being way oversubcribed, but again that's not "throttling", that's just network conjestion.

Had a random visit from a virgin tech guy this afternoon. He knocked on while I was at the shops, the Mrs didn't let him in as it wasn't an appointment and she was in on her own. But he waited outside in his van until I got back. So had to hurriedly unplug my zgemma's.
He came back saying there was a fault it the area WHICH seemed to be down to my house.
He checked outside and at the router and where it came in from my splitter on the extension roof. He seemed to think there was a lot of noise on that but I said he'd need a ladder the check that.
He said he would have to come back tomorrow with a ladder.
Is it just me being paranoid OR should I've worried they know something ?

Poorly connected splitters/connections cause noise on line and affect several users. If they can't gain access, they'll just disconnect your house. if I remember correctly, they call it RP Block
 
they call it a traffic management or fair usage policy & particularly target p2p networks. also, isp's will flag up subscribers who consistently have a high data usage, then they will investigate what devices are connected & the servers they frequently link to.....ie the source of the iptv streams & throttle the speeds. Same applies to c/s servers.....who they will block.

If that ever happens take out a contract with VM once they reconnect cancel within 14 days.

Funny enough when I moved house I had no Cable line installed. I took out a huge Virgin contract and had them install a Tivo box in 3 bedrooms and my Living Room. I gave the chaps some beer when they left as a good gesture.

Next day I phoned up Virgin and cancelled the entire contract. The day after I had 3 Zgemmas running in 3 bedrooms and 1 in the Living Room lol Was good as gold for 3 years until they lost Sky Sports lol

My property before I did the same with Sky and had a Sat dish installed.

They don't need a technician to pop round to investigate what devices you have connected. even if you change the hostname of your zgemma, it will still show as the model of your device. i've just switched my isp from vm to sky because of their covert throttling & blocking. now i have no issues, but probably not for long.

Ok, but why would it suddenly cause a problem?
 
All they want to do is check connections and eliminate noise that is affecting several households. If they can't do it, they'll disconnect your house from the cabinet and other homes in your area being subjected to poor service because of fault/noise on the line will now have normal/stable service.

Contract is still active during an RP block. You will have no internet if your ISP is Virgin.
