However, the new law will most likely target individuals and groups making a business out of selling illegal content, FACT CEO Kieron Sharp told the Mirror

It's not likely the end user will get effected.

There was similar threats a few months ago a bit more like political pr bs. At the end of the day these guys will hit the streams then another will be open I think kodi will slowly die as it's the sellers making the money not the ones doing the addons so they may cut there losses

That article is designed to scare people he he
How are they going to know your streaming?
I cannot imagine Isps are going to monitor every single account as they simply don't have the resources.
I can understand how they will go after people using torrents on public trackers as that's easy to do and your actively uploading while downloading and that's the main thing they are after.
Interesting times ahead

"This legislation will help build a more connected and stronger economy. The Act will enable major improvements in broadband rollout, better support for consumers, better protection for children on the Internet, and further transformation of government services."
A stronger economy? No, feeds Sky's greed
Major improvements in broadband roll out. How? We all pay our internet providers anyway. And didn't the government already tell them they needed to get fibre sorted
Better support for consumers. Support of what?
Protection for children on the internet - locking someone up for 10 years won't help this but it needs addressing and quickly
And further transformation of government service. What the feck does that actually mean?

Even if they stopped Kodi boxes, all of the above would still be bollox and waffle.

One thing they say makes it important to try and stop all this illegal streaming is children having access to porn now it used to be we could download porn links and keep them mostly hidden in video add ons now more and more main repos have menus with kids and porn on the same page. One as got Kids Corner then below a link to porn this makes the establishments case more easy to imply it's for the good of all so I wish the repo men would stop running sites with movies, tv, sport, Kids and PORN on the same link. We who need it can still add porn and keep it in the add ons and yes teenagers will venture and find it but at least kids will not come across it by accident

They are after the sources not the end users,in spain they recently closed a few IPTV providers that were showing 3pms from Bein, the EPL working with Irdeto found the operators quite easily by overlaying the live broadcast with a hashtag which identified the card account holder,as far as I know none of the end users were ever contacted.
